SUMMARY

More than 40% of Greeks (44%) think Russia’s reasons for invading Ukraine are legitimate – the
second highest score of all countries surveyed. Only 27% of Greeks blame Putin for the war in
Ukraine – the lowest percentage of the nine countries surveyed. And like Hungarians, 21% of
Greeks blame the United States for the Ukrainian war. When it comes to ascribing blame for the
war in Ukraine, both Greece and Hungary are outliers.

Fifty-two percent of Greeks support sanctions (31% strongly) against Russia – the second lowest
percentage (after Hungary) recorded among the nine countries surveyed. And reducing and
removing sanctions, if they harm Greek’s economy, is favored by 64% of Greeks – the second highest
percentage among all survey countries.

While 45% of Greeks are consistent supporters of democracy and, by a 4-to-1 margin, Greeks say
their satisfaction with democracy has decreased (40%), as opposed to increased (9%), since the
Russian attack on Ukraine. Only 36% view (just 10% strongly) Russian aggression as a threat to
Greece’s democracy.

Other country highlights include:
• 81% agree that “within the European Union we need to do everything we can to help countries in
need.”
• 76% agree (34% strongly agree) they worry constantly about the future.
• 44% think Russia’s reasons for waging war against Ukraine are legitimate – the highest percent
age of any country surveyed.
• Only 34% support (15% strongly) NATO – the lowest total support for NATO found among all nine
countries surveyed.
• Only 25% strongly agree that Russian disinformation must stop.
• 23% oppose (10% strongly) sanctions against Russia – the second highest opposition recorded
among all countries surveyed.
• Only 10% strongly agree that Russian aggression is a threat to Greece’s democracy.
